Any EBC (electronic boost controller) allows you to control the amount a turbo spools up before the wastegate opens to prevent it from compressing any more. The advantage of an EBC over a manual (MBC) is that you can adjust the settings while driving. The Profec B Spec II allows for a high and a low setting and is considered one of the least expensive, quality boost controllers on the market.
Opinion
The instructions were definitely lacking in the tuning area. I did not rely on them for the install (other than wire/hose reference) since it was fairly straight forward. Tuning is not as easy as a MBC where you just tighten or loosen a screw to adjust the power. I do not feel that this unit would be great for those who really push their car to the limit because it does not maintain a rock-solid boost-limit. Fortunately, I keep my tuning fairly conservative (14lbs), so even if it spikes slightly over that, I do not have any problems. Although I love the simple controls, if I were to do it again, I would have bought a dual solenoid unit such as the one Blitz makes.
