The purpose of a turbo timer is to ensure that the engine can remain on in order to allow oil to continue circulating through the turbocharger. If the engine is shut off abruptly and the turbo is hot, there is a chance of baking the oil and slowly clogging the oil lines, eventually causing the turbo to fail.
Opinion
The HKS Type 1 Turbo Timer has a lot of nice features. I ran wires from the ECU to the turbo timer, allowing it to sense the car's RPMs and speed. This let the turbo timer automatically set how long the engine should continue running after I pulled out the key. About six years after first getting this turbo timer, it finally started to fail (quite likely because my car battery was supplying irregular voltage and amperage). I've since removed it from the car, but I definitely don't regret having purchased it.
